Public CSIRT/CC Mongolia is working with Oxford University’s GCSCC.

The CMM report was presented to the Ministry of Digital Development, Innovation, and Communications on February 19, 2025. The report detailed a cybersecurity capacity review conducted to assess the maturity of Mongolia’s cybersecurity capabilities. This review was carried out in cooperation with the UK Foreign, Commonwealth & Development Office (FCDO), the Ministry of Digital Development, Innovation, and Communications, the Oxford University Cybersecurity Capacity Centre (GCSCC), and the Japan International Cooperation Agency (JICA) as part of the Development of Human Resources in Cybersecurity project implemented by JICA.

The “Cybersecurity Capacity Maturity Model for Nations (CMM)” is a framework developed by Oxford University’s GCSCC and served as the basis for the review. Approximately 150 cybersecurity officials from over 100 organizations—including Mongolian government agencies, state-owned and private enterprises, critical infrastructure, academic institutions, and international organizations—participated in the review.
